      "verbatimText": "Incident Description: Two suspects gained access to an apartment complex in the 2600 block of Portland Street. Surveillance video shows the two suspects cutting the locks off a bicycle and an electric scooter that were in hallway bicycle racks on the first floor. The suspects left the apartment and were last seen riding the bicycle and the scooter northbound on Portland Street. The crime wasn’t discovered until 7:18 A.M.\n\nAt 7:10 A.M., suspect one returned to the area and retrieved a second bicycle that was outside the apartment complex.
