When it activates: Timely Warning for Clery Act crimes (and optionally non-Clery incidents) constituting serious or continuing threat. Emergency Notification for significant emergency or dangerous situation involving immediate threat to health or safety (examples include active shooter, fire, gas leak, tornado, hurricane, power outage, civil unrest).
Who decides: President or designee in consultation with Chief of Security decides Timely Warnings. Chief of Security or AVP Communications confirms emergencies; President normally decides EN content/method/segment with management team; Chief of Security may act alone in extreme emergency when timing is critical.
Timeliness standard: Timely Warning as soon as pertinent information is available. Emergency Notification as soon as reasonably necessary and without delay unless professional judgment finds compromise of victim assistance or mitigation.
Emergency notification vs. timely warning: ASR procedures 800.5/800.6 implement Clery two-track messaging with named Titan Alerts enrollment channel and multi-role dissemination chain; EMRP holds scripted message templates separately.
