Analysis
Reading the policy
HACC is a multi-campus Pennsylvania community college. Its Weather Announcements system-overview page is institution-specific: the president and selected Cabinet members make weather decisions; students and employees retain travel judgment even when campuses remain open; day classes begin before 4 p.m. EST and evening classes at 4 p.m. or later; message templates cover full close, closed-until 10:30 a.m. or noon, early close, day-class cancel only, and finals-week close, including remote and online class cancellations when campuses close; the College states it does not use a delayed-opening schedule that would shorten hands-on class blocks; channels include e2Campus text/email, website, myHACC, employee and student email, Facebook, and X. Companion e2Campus Alerts materials describe opt-in text and email weather and emergency notices. This record documents the weather decision templates and communication overview rather than a full ASR rewrite.
