How this policy works

When it activates
Timely warning case-by-case for crimes that represent a threat to the campus community (typically Clery classifications including arson, burglary, aggravated assault, criminal homicide, motor vehicle theft, robbery, and sex offenses, plus other crimes as deemed necessary), considering seriousness, continuing/ongoing threat, and risk of compromising law enforcement. Mass notification for emergency or dangerous situations posing an immediate threat to the campus community upon CRT confirmation.
Who decides
Office of the Chancellor takes action to ensure timely notification when TW or emergency notification is appropriate. OOC Command Center (senior management crisis response command center), upon confirmation with the CRT of need for mass notification, determines content and initiates the system. CRT uses local means on campus simultaneously.
Timeliness standard
OOC Command Center will, without delay, taking into account the safety of the community, determine content and initiate notification, unless issuing would compromise efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency. Training, exercises, and tests conducted annually by CRT (campus level) and OOC command center personnel.
Emergency notification vs. timely warning
Standalone Timely Warning Policy section cites Clery Act and Handbook for Campus Safety and Security Reporting 2016 Edition; mass notification section addresses immediate-threat emergencies separately via OOC/CRT.
Testing cadence
Training, exercises and tests conducted annually by the CRT on the campus level and by individuals relevant to mass notification at the OOC command center level; OOC Crisis Management Department documents each test.
Scope & limits
Alertnow targets the campus community via email, voicemail, and text; public updates available via website and 1-877-353-4737 hotline. Local CRT means notify campus students, staff, and faculty.

Analysis

Reading the policy

Keiser University is a multi-campus for-profit institution. Its Campus Security Report is institution-specific: Timely Warnings are case-by-case on seriousness, continuing threat, and law-enforcement compromise risk; when TW or emergency notification is appropriate, the Office of the Chancellor ensures mass notification. Emergency mass notification is confirmed with the Crisis Response Team (CRT), then the OOC Command Center determines content and initiates the system without delay unless professional judgment finds compromise of victim assistance or mitigation. Alertnow delivers email, voicemail, and text; OOC also posts to Keiseruniversity.edu and the automated 1-877-353-4737 hotline. Annual CRT/OOC training, exercises, and tests are documented by the OOC Crisis Management Department.
