Analysis
Reading the policy
Northeast Wisconsin Technical College (technical-college, Wisconsin, three filed cases, no prior policy file) publishes a live 2025 ASR PDF (HTTP 200). Distinct from Gateway Technical College, which already has an AlertME file on this branch. NWTC Alert is an opt-out Rave system. Timely Warning Notices cover Clery geography and off-campus situations that the security manager, in consultation with the College president and executive leadership, judges a serious or continuing threat. Live PDF uses Unicode hyphen U+2010 in on-campus / non-campus / off-campus. Every excerpt was character-checked against the PDF text layer.
