How this policy works
- When it activates
- Emergency notification upon confirmation of a significant or dangerous situation involving an immediate threat to health or safety on campus. Timely warnings may be issued for Clery Act crimes within campus, center, or College-controlled property that the college considers a serious or continuing threat.
- Who decides
- Official representatives (Title IX Coordinator and Emergency Response Team members) confirm. Immediate notifications may be initiated by the director of safety and risk management; director of institutional communications; executive director of institutional effectiveness, planning, and technology; Title IX and deputy coordinators; and the College president and/or designee.
- Timeliness standard
- Without delay, taking into account the safety of the community, unless issuing a notification would compromise efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency. Timely warnings may be issued as soon as pertinent information is available.
- Emergency notification vs. timely warning
- The SOP splits emergency notification (immediate threat, confirmation, without delay) from timely warnings (Clery crimes, serious or continuing threat, case-by-case).
- Testing cadence
- Annual tests of the emergency notification system, announced or unannounced, with dates publicized in the Annual Security Report.
- Scope & limits
- SMS enrollment is 'current and participating students and employees.' Timely warnings are limited to Clery geography of campus, center, or College-controlled property. The college defers to public safety authorities when the threat extends beyond those bounds.

Analysis
Reading the policy
SFSC lists Procedure 7061, Emergency and Timely Warning Notifications, on its public procedures index as a PDF. The live four-page SOP is based on Policy 7.06 (National Disasters and Civil Disorders), with primary responsibility in the Vice President for Administrative Services / Risk Management.
The emergency-notification track follows the federal confirmation-and-without-delay template, including the mitigation exception. Confirmation is defined: an official representative has verified that a legitimate emergency or dangerous situation exists, and confirmation does not require that all pertinent details are known. Official representatives include the Title IX Coordinator and all members of the Emergency Response Team. The college will defer to public safety authorities when the threat extends beyond campus geography.
The timely-warning track is discretionary ("may issue") for Clery Act crimes within campus, center, or College-controlled property, case-by-case on nature of the crime, continuing danger, and risk of compromising law enforcement, with content that would promote safety and aid prevention of similar crimes.
Channel inventory is unusually long for an SOP: SMS (current and participating students and employees enrolled), IP-phone / voice, email, social media, webpage and Panther Central portal, electronic signage, radio, printed materials, building fire alarms, PA systems, and media via Community Relations and Marketing. Authorized initiators of immediate notifications are named: director of safety and risk management; director of institutional communications; executive director of institutional effectiveness, planning, and technology; Title IX and deputy coordinators; and the College president and/or designee.
Every excerpt was read twice against the live PDF text layer. The purpose clause cites 34 CFR 688.46(b)(13), a live typo for 668.46, and is not quoted here because the PDF does not place a period at the end of that sentence.
