TXStandard operating procedureTexan Alerthigh confidence

Tarleton State University's SAP 34.07.01.T0.02 Emergency Notification Protocol (revised 5 March 2025) is the live standard administrative procedure for the campus notification system: automatic enrollment of students, faculty and staff with opt-out, named content-and-issuance designees, a closed activation list, and a university-wide test on the last Friday of each month. The Emergency Management Plan still cites the prior number 34.07.01.T1.02; the live SAP on the policy site is T0.02.

How this policy works

When it activates
The notification system is activated only for incidents described in the Emergency Operations Plan appendices, weather-related closures as provided on Tarleton's Inclement Weather webpage, or as authorized by the university president or designee(s).
Who decides
Content and subsequent alerts may be developed and issued by the director of risk management and safety or designee, the emergency management coordinator or designee, or the university police chief or designee. The Emergency Management Council evaluates implementation, controls, administration, and advertisement. The president or designee(s) may also authorize activation.
Timeliness standard
The SAP does not state a minutes-based issuance clock. It does require regular testing, including a university-wide test on the last Friday of each month.
Emergency notification vs. timely warning
The SAP is adopted in accordance with the Clery Act (cited as CFR 668.46) alongside Texas Education Code 51.218 and System Regulation 34.07.01. It does not separately define a timely-warning instrument in this two-page procedure.
Testing cadence
A university-wide notification system test, including all students, faculty, and staff at all campuses, on the last Friday of each month; an additional test within 24 hours of an update of mass notification system software or processes; tests may be postponed if extenuating circumstances (e.g. severe weather or active threats) exist during the scheduled test.
Scope & limits
Activation is limited to the three listed categories. Students, faculty and staff are auto-enrolled and may opt out. The SAP does not describe public or visitor enrollment.

Analysis

Reading the policy

Tarleton, a Texas A&M University System public-r2 campus, publishes its alerting rules as a two-page standard administrative procedure rather than only as ASR prose. The live document is numbered SAP 34.07.01.T0.02, last revised 5 March 2025, next review 5 March 2030. An older Emergency Management Plan still names 34.07.01.T1.02; this file records the live SAP, not the superseded number. The procedure summary states that the emergency notification system gives the university the ability to communicate health and safety emergency information quickly through various modes of technology, that students, faculty and staff are automatically enrolled, and that individuals can opt-out at any time. It cites Texas Education Code 51.218, the Clery Act, and System Regulation 34.07.01. Issuance is delegated to three named roles (director of risk management and safety or designee; emergency management coordinator or designee; university police chief or designee), with the Emergency Management Council owning administration. Activation is limited to incidents in the Emergency Operations Plan appendices, weather-related closures on the Inclement Weather webpage, and authorization by the university president or designee(s). Testing is unusually specific: a university-wide test including all students, faculty, and staff at all campuses on the last Friday of each month, plus a test within 24 hours of a mass-notification software or process update, postponable for severe weather or active threats. Consumer-facing pages brand the stack Texan Alert / Code Purple / SafeZone; those brands do not appear in this SAP's body, so they are not quoted here. Every excerpt below was read twice against the live PDF text layer.
