What the policy says
Community duty to report significant emergenciesverbatim
All members of the University community are notified on an annual basis that they are required to notify UMLPD of any situation or incident on campus that involves a significant emergency or dangerous situation that may involve an immediate or ongoing threat to the health and safety of students and/or employees on campus.
- Reporting duty that feeds confirmation.
Without-delay initiationverbatim
The UMLPD, Life Safety and Emergency Management and/or Facilities in conjunction with UML Marketing & Communications (MarCom) will, without delay and taking into account the safety of the community, determine the content of the notification and initiate the notification system, unless issuing a notification will, in the judgment of the first responders (including, but not limited to: UMLPD, Life Safety and Emergency Management, LPD, and/or the Lowell Fire Department and Emergency Medical Services), compromise the efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency.
- Ampersand in Marketing & Communications is the live rendered character from &.
Rave as communication methodverbatim
These methods of communication include Rave, a system that provides emergency communications and other important information via text message and email.
- Named system.
Automatic email enrollmentverbatim
Students, faculty and staff are automatically signed up for email alerts through their official UMass Lowell email address.
- No serial comma after faculty.
At a glance
How this policy works
- When it activates
- An emergency or dangerous situation that poses an immediate threat to the health or safety of some or all members of the University community, confirmed by UMLPD, Life Safety and Emergency Management, Facilities or MarCom with other administrators and first responders.
- Who decides
- UMLPD, Life Safety and Emergency Management and/or Facilities in conjunction with UML Marketing and Communications (MarCom). First responders named in the without-delay sentence include UMLPD, Life Safety and Emergency Management, LPD, and/or Lowell Fire and EMS.
- Timeliness standard
- Without delay, taking into account the safety of the community. Federal law is cited in the ASR as requiring immediate notification of the campus community or appropriate segments.
- Emergency notification vs. timely warning
- The ASR treats emergency notification (immediate threat, without delay) separately from Timely Warning Notices referenced elsewhere in the report.
- Scope & limits
- Students, faculty and staff are automatically signed up for email alerts. Phone numbers are added or modified on the myAlert / getrave.com/login/uml site. Rave is described as available to those in the UMass Lowell community.

Analysis
Reading the policy
UMass Lowell (public-r2, six filed cases, no prior policy file; named on the 08-31 census as next and never worked) publishes a live 2025 ASR (HTTP 200). UMLPD, Life Safety and Emergency Management and/or Facilities in conjunction with UML Marketing and Communications (MarCom) determine content and initiate the notification system without delay, taking community safety into account, unless first responders judge that issuing would compromise victim assistance or mitigation. Communication methods include Rave for text and email. Students, faculty and staff are automatically signed up for email alerts through their official UMass Lowell email address. A later University apostrophe is curly and that sentence is not quoted. Every excerpt was character-checked against the live HTML.
