- Opens the Emergency Notification heading on page 5.
Without-delay initiationverbatim
The Valencia College Safety and Security department will, upon confirmation of a significant or dangerous situation occurring on or near campus, promptly and without delay, taking into account the safety of the community, determine the content of the notification and initiate the notification system, unless issuing a notification will, in the professional judgment of responsible authorities, compromise efforts to assist a victim or to contain, respond to or otherwise mitigate the emergency.
- Federal without-delay template with mitigation exception, assigned to Safety and Security.
Timely Warnings branded campus safety alertsverbatim
In compliance with the Clery Act, Valencia College provides Timely Warnings, called campus safety alerts to students, faculty and staff as soon as pertinent information is available.

Clery and optional non-Clery TW scopeverbatim
These timely warnings are issued for any Clery Act crime and may include non-Clery Act crimes that are considered by the institution to represent a serious or continuing threat to students and employees.
- ASR-only scope sentence; not on the public criteria page file.

How this policy works
- When it activates
- Emergency notifications for significant or dangerous situations on or near campus, primarily life-safety. Timely warnings for Clery Act crimes, and optionally non-Clery crimes, that represent a serious or continuing threat, issued as soon as pertinent information is available.
- Who decides
- Each employee authorized and trained to activate Valencia College Alert is responsible for using it primarily for life safety. Safety and Security confirms significant or dangerous public-safety situations and is primarily responsible for initiating the notification system. Timely warnings are issued by authorized and designated members of Safety and Security.
- Timeliness standard
- Promptly and without delay, taking into account the safety of the community, unless issuance would compromise victim assistance or mitigation. Timely warnings as soon as pertinent information is available.
- Emergency notification vs. timely warning
- ASR splits emergency notification (Rave Alert / Safety app, immediate threat, without delay) from timely warnings branded campus safety alerts (Clery crimes and optional non-Clery continuing threats).
- Testing cadence
- Notification methods are tested throughout the year. The ASR does not state a calendar day.
- Scope & limits
- Staff and students are auto-enrolled in Rave Alert; the Safety app must be downloaded. The entire campus community is notified when any member could be affected or campus operations are threatened. Notification outside the campus community may go through Public Affairs and Marketing.

Analysis
Reading the policy
This file is the ASR companion to valencia-college-alert-policy.json, which covers the public criteria pages. Document type and source URL are different; none of the excerpts below repeat that file's quoted sentences.
Pages 5-6 of the 2025 ASR (text layer, second read) name the stack: Valencia College initiates emergency notifications primarily through Rave Alert and the Valencia College Safety app; all college personnel (staff and students) are automatically enrolled into Rave Alert but must download the app; methods are tested throughout the year. The emergency-notification paragraph is the federal without-delay template, assigned to the Safety and Security department, with the mitigation exception. A later paragraph lists emails, text messages, web updates, social media, PA speakers, and digital flat screens as Valencia College Alert tools.
The timely-warning section is titled TIMELY WARNING NOTIFICATIONS. In compliance with the Clery Act, Valencia provides Timely Warnings, called campus safety alerts, to students, faculty and staff as soon as pertinent information is available. They are issued for any Clery Act crime and may include non-Clery crimes considered a serious or continuing threat. Authorized and designated members of Safety and Security issue them through Valencia College Alert. That ASR wording is not the same as the public timely-warnings.php sentence already on file (the public page uses 'also provides' and a different faculty/staff order).
A sentence on the public-interest purpose contains a punctuation glyph the text extractor could not resolve as a clean apostrophe; it is not quoted. Every excerpt below was character-checked against the PDF text layer on pages 5-6.
