The fires

The fire cases here include both the headline incidents that defined an institution's communication culture for a decade and the small early-morning utility fires that no one outside the campus remembers but were nonetheless documented under Clery's emergency-notification clause.

Gas leaks: the genre's clearest writing

If you want to read short, well-composed campus alerts, read the gas-leak cases. The language is consistent across decades and institutions because the protective action is so simple: evacuate the building, do not use elevators, do not flip light switches, congregate outdoors at a marked rally point. A typical alert in this chapter reads "Gas leak reported in [building]. Evacuate immediately. Do not operate electronic devices. Assemble at [rally point]." That template, with minor regional variations, recurs in cases from Berkeley, Michigan, North Carolina, Florida, Texas, and twenty other states.

The interesting cases in this sub-genre are the ones where the leak turned out to be larger than initially reported and the institution had to issue a broader evacuation order an hour into the incident. Those second messages are where the genre's edge cases live: how do you say "the gas leak we told you about is bigger than we thought" without inducing panic? Several cases in this chapter, particularly a 2018 incident at Northeastern and a 2021 incident at the University of Houston, are documented examples of how institutions handle the expansion of a hazmat incident in writing.

Hurricanes-as-utility-failures

A few cases here are technically infrastructure failures but were caused by weather: the multi-day power outages at universities up and down the Eastern Seaboard during Hurricane Sandy (October 2012), the post-Helene water-system failures in western North Carolina in October 2024, the sustained boil-water advisories at Jackson State and at multiple Mississippi institutions following the August 2022 Jackson water crisis. The alert language for these is interesting because it has to communicate that an infrastructural condition will persist for days, not hours, a different rhetorical mode than acute-incident alerts.

What hazmat cases teach about the genre as a whole

Three patterns:

  1. Building-level granularity matters. Almost every alert in this chapter names a specific building, often a specific floor or wing. Compare to active-shooter alerts, which often have to say "campus-wide" because the threat is mobile. The hazmat genre has the easier composition problem because the threat doesn't move.

  2. Negative instructions outperform positive ones. "Do not use elevators" is more memorable than "use the stairs." Several alerts in this chapter use the negative form deliberately; the ones that use the positive form ("Use the nearest stairwell") tend to be older.

  3. The all-clear is shorter than the warning. A typical hazmat all-clear in this chapter is a single sentence: "The gas leak in [building] has been resolved. The building has been re-opened." Compare to the all-clears in the active-shooter chapter, which often run three or four paragraphs.

The hazmat cases are not the most cited in the academic literature on campus alerts, but they are the genre that institutions reliably get right. The case list below is a small library of well-composed institutional writing under genuine emergency conditions.
