Chapter 6 of 8

Property Crime

The everyday work of the timely warning.

Burglaries, thefts, stolen vehicles, and arson trigger the report-driven Clery timely warning, the short, template-shaped notice that makes up much of what campus alert systems actually send. These cases document the working system on its ordinary days.

Chapter Narrative

The archive's most ordinary genre

The 505 cases in this chapter are the ones nobody remembers: a laptop taken from a library, a catalytic converter cut loose in a parking garage, a residence-hall door forced overnight. Almost all of them arrived as Clery Act timely warnings, the report-driven notice a campus sends when a Clery-countable crime is reported in its geography and the institution judges there to be a serious or continuing threat. Burglary, motor vehicle theft, and arson are three of the Clery Act's own countable crime categories, which is why campuses keep writing these messages year after year. No sirens, no shelter instruction: a short message, sent once, usually closing with a phone number.

That ordinariness is why they are preserved here. Property-crime warnings make up a large share of what campus alerting systems actually transmit in a normal year, and any account of how institutions talk to their communities that skips them describes only the exceptional days, not the working system. Reading fifty of them in a row is its own education. The genre is a template, and the template is doing quiet work.

The two-sentence template

The purest form of the genre says only what the law requires. UC Berkeley's crime alerts compress it to two sentences: "On 07/22/26 at 2:17pm, a burglary occurred at Cheit Hall. The incident was reported to UCPD at approximately 2:54pm." Time of the crime, place of the crime, time of the report. The gap between those two clocks is the timely-warning genre in miniature: the message is driven by the report rather than the incident, and the community learns about both at once. Where an emergency notification races the event itself, a property-crime warning can trail it by hours or days without failing at its job, because its job is awareness and prevention, not protective action.

Prevention advice, the genre's signature tail

Emergency notifications tell people what to do now. Property-crime warnings tell people what to do differently next time. Pennsylvania College of Technology closed a stolen-vehicle notice with "Always remember to lock your doors and take keys out of your vehicle." Grand Canyon University's scooter-theft alerts end in a checklist that begins "Lock your skateboards, scooters, and bikes" and runs through serial numbers and stickers. The prevention tail is the clearest marker separating this genre from every other chapter in the archive: the message assumes the immediate incident is over and turns the reader toward the future.

When property crime borrows the emergency register

The genre has edges, and the alerts show institutions crossing them deliberately. Arson is counted with property crime in Clery's categories, but a fire set on a campus is never only a property matter, and arson notices reach for the fuller toolkit: the University of Minnesota's alert reports that "A suspect set a fire in a garden planter." and then continues into a head-to-toe suspect description and a 911 number, the grammar of a violent-crime warning applied to a planter fire. And when a break-in is reported in progress rather than after the fact, the message can jump genres entirely: Syracuse University's overnight notice instructed readers to "Stay away from the area until further notice.", an emergency-notification sentence wearing a timely-warning label.

What this chapter teaches

  1. The clock belongs to the report, not the crime. These messages routinely describe incidents hours or days old, and say so plainly, because the Clery timely-warning obligation starts when the institution learns of the crime. A slow property-crime warning is the genre working as designed, not an alerting failure. Comparing its two timestamps is still worth doing: they are often both right there in the message.

  2. The template is a feature. The near-identical structure of these warnings across institutions makes the unusual ones legible. When a campus adds an urgency prefix, a suspect description, or an avoid-the-area instruction to what is normally a two-sentence form, the departure from template is itself information about how seriously the institution read the report.

  3. Single notices are the genre's shape. A property-crime warning typically stands alone: no update, no all-clear, no sequence. That is honest to the genre, and it is also why this chapter pairs well with the search page's Record depth filter, which separates single-notice cases like most of these from the multi-message sequences that dominate the archive's emergency chapters.
